Dr. Richard (Tianbai) Ma, an EE alum, received the best paper award at IEEE ICNP 2014 (International Conference on Network Protocols, tier-1 single track networking conference) for his work on "Regulating Monopolistic ISPs without Neutrality." In a continuation of his thesis work, Richard's paper shows how monopolistic ISPs can be made to align their interests with consumers without enforcing strict Network Neutrality regulations, a topic that has raised considerable public interest recently. Richard received his PhD in 2010 co-advised by Prof. Vishal Misra and Prof. Dan Rubenstein and is now an Assistant Professor at the School of Computing, National University of Singapore.
