New self-tuning algorithms for rate allocation in a multi-service Internet will be presented. The algorithms compute distributively and asynchronously the target rates for aggregate flows and police their traffic rate accordingly so as to meet multiple QoS requirements of delay, minimum bandwidth and packet loss rate. The policed rates are optimal in the sense that they are proportionally fair with respect to all other rates satisfying the QoS constraints. For minimum bandwidth guarantee, a connection admission control is also included.
